A play is a named strategy move Deloosh can propose when the evidence fits. Plays come from a governed, closed catalog, so the strategy engine selects an approved move rather than inventing one.

For example, when the dormant-subscriber condition matches, Deloosh can propose the catalogued sunset play with its guardrails and evidence. It cannot improvise a new strategy move outside the catalog.
