A send plan is the pre-flight view of who would get an email, who Deloosh is leaving out, and why, before a send decision. It is an inspection record, not a send, and its safety checks run again at send time.
For example, a plan can show the audience, workspace suppression count, recent sends, per-recipient soft cap, advisory placement, and safe-send-by projection. The draft proposal’s holdout percentage is not part of this panel.
