A Signal is a card where Deloosh flags a condition it found and proposes a known play with the evidence attached. It asks for your decision and does not take the recommended action by itself.
For example, a dormant-subscribers Signal can identify the matched cohort, show its ledger evidence, and recommend the sunset play. The play comes from the governed catalog rather than being invented for the card.
